I don’t think so, I think the friction between approaches to car design were only made worse by the performance issues. If you read the Toro Rosso interviews they seem to be taking a completely “not McLaren” approach to dealing with Honda.

Toro Rosso mentioned Honda had issues because McLaren wanted their zero chassis design that required a certain configuration that Honda couldn’t make reliable.

For Toro Rosso, they let Honda do what they thought was needed, and the results have been a powerful (near the top of the speed traps) and reliable motor, at least based on the first test.

Even Toro Rosso mentioned it was more powerful than their Renault last year. Simply put, Japanese culture made it hard for them to say no to McLaren and reliability suffered because of the compromise they made.

I can pretty much guarantee you that Red Bull will switch over to Honda by their May deadline.
